When Global Filters are turned on, the edit functionality in the design menu is limited. Global filters can reduce the availability of variables, so it can be necessary to turn Global Filters off when editing a project.
Project Owners can edit all parts of a project, while Explorers and non-owing Creators can add their own private variables. But when anyone edits a project with Global Filters on, there are limitations and you'll see the following warning in the design menu.
As a Project Owner with global filters on, the design menu only displays the items under construct. The other sections of the design menu are not available.
Explorers and non-owning Creators with global filters on, also only see items available under construct that are specific to these license types.
